UCE students on relay hunger strike
Sambalpur | Rabu, Agust 27 2008 IST
Students of University College of Engineering (UCE) at Burla today resorted to relay hunger strike demanding Unitary University status to the institution. The agitated students who were on a peaceful dharna in front of the office of the administrative building decided to launch relay hunger strike in support of their demand. The students regretted that neither the Chief Minister nor the Industries minister is concerned of the demands. Even the local MPs and MLAs have never bother to visit us to extend support to the genuine demand,they alleged.
When contacted UCE principal Prof C R Tripathy said he was in touch with the secretary of industries department and requested students to call off strike since the earlier demand for deemed university was pending with University Grants Commission (UGC).

UCE students rally to fulfill demands ( The Statesman News Service)
SAMBALPUR, Aug 24: In order to make general public aware of the problems of the UCE College, Burla, its students carried out a rally in the town yesterday. “Our intention is to inform people of our demands so that they can do something to get them materialised on their individual capacity,” informed the students. They said that not only the students but the premier institute too is neglected by the authorities. “This is not only a demand of the students or teachers or the alumni association, this is the demand of the people of Orissa,” said Mr Durga Padhi, a local resident. “This college has a name not only in Orissa but the entire country. In every reputed organisation of the country and all over the glove including Nasa and Isro students of UCE Burla have made their presence felt,” claimed the students. The students further warned to accelerate the agitation from tomorrow if demands are not fulfilled during the given time limit. Students of all other institutions including Sambalpur University, VSS Medical College, GM College and several other institutes extended their support to UCE students.

SAMBALPUR: Students of University College of Engineering (UCE), Burla, launched their threeday hunger strike from today staging silent sit-on dharna in front of the administrative building of the college.
The students are demanding Unitary University Status for the oldest engineering college of the State, on the lines of Ravenshaw University, transfer of 400 acres of government land adjacent to UCE campus, hike in annual grant to UCE to Rs 15 crore and special infrastructure development grant of Rs 100 crore spread over three years. The students had launched a stir in October demanding upgradation of UCE to IIT with support from the Alumni Association of the college and locals.
But with the State Government deciding to house the IIT at Jatni, they are now demanding declaring the college as an Unitary University.
The students had apprised the Chief Minister of their demand vide a petition on August 2 and set August 21 as deadline to fulfill the demand.
But with no communication from the office of the Chief Minister for a dialogue over the issue, they resorted to hunger strike. The students have threatened to block NH 6 if the State Government does not pay heed to their demand. A delegation of students will be leaving for Bhubaneswar and will try to get an audience with Chief Minister Naveen Patnaik and Governor MC Bhandare.

Following is the copy of the letter that was sent to Naveen Pattnaik
Sri Naveen Patanaik ji Hon’ble Chief Minister of Orissa
Sub: State Govt’s response to our demand for “Unitary University” status to our college.
Respected Sir, In our letter dated 2nd August, 2008, we had requested you to consider the followings:
1) Pass an Act in State Assembly to declare UCE as a “Unitary University” (like Revensaw Univ.) 2) Transfer the free Government land of 400 acers adjacent to UCE campus to UCE. 3) Hike the annual grant to UCE to Rs 15 crore. 4) Give a special “Infrastructure Development Grant” of Rs 100 crore to UCE spread over three years.
We painfully recall that in 2004, our college was the choice of State Government for becoming “IIT”. But, when center agreed to give “IIT”, it was shifted to Jatni. You have written MHRD for making UCE an “NIT”, but we see least possibility of this as the new NITs will go to the states which don’t have NIT now. Therefore, “Unitary University” is the only feasible route for upgrading UCE. We have sought an appointment with Hon’ble Chief Minister, but unfortunately we are not heard.
The students of UCE have never fought for their self. We never come out in support of any such strike by other BPUT students demanding withdrawal of year-back system or so. Our fight is for the prestige and ‘swabhimaan’ of our college. If we are not assured of fulfillment of our legitimate demand by 21st of Aug,08. we will be constrained to take any step that may be required to fulfill it. We will be forced to come out to street and paralyze entire Sambalpur region including the Railways & National Highways. The people across the civic society, student unions of other institutes & political parties have already come forward to participate in our agitation. If this does not attract to notice , we will march to Bhubaneswar and ‘gherao’ the State Assembly and seek explanation from the representatives of people who will assemble there. Yet, we believe, such moments will not come; you will definitely fulfill our legitimate aspiration. Warm regards,

Peaceful strike for UCE upgradation
We painfully recall that in 2004 , our college was the choice of state government for becoming "IIT". But,when center agreed to give "IIT' to our state, instead of upgrading UCE ,it was shifted to Banki,even though we fulfilled all the requirements. Now the government have changed the topic and have written MHRD for making UCE a 'NIT' , but we see least possibility of this as new NIT's will go to the states which don't have NIT now. Therefore Unitary University is the only feasible route for upgrading UCE .
We the students of UCE have never fought for our selves. we never come out in support of any such strike by other BPUT students .Our fight is for the prestige and 'swabhiman' of our college .For which we have called a peacefully strike .But if we are not assured of fulfillment of our legitimate demand then we will be forced to come out to street and paralyze entire sambalpur region including Railways and National Highways.

No hostel for some Paid Seats
Its a welcome move that certain new branches has been added, and the strength of some existing branches have been increased .This will benefit both Our college and the state in the long run. And more importantly, we now have "ANOTHER" strong point to justify the genuineness of our "long standing demand" .
But, asking the new comers under the payment seats to arrange their own accomodation is giving out the wrong message,its like asking them to "TAKE ADMISSION AT YOUR OWN RISK ".
And going by RONAK TALI's message,I do agree with him that separating the new comers from the main stream of UCE life will make matter worse in terms of Discipline.
The ideal scenario ,I would suggest is, the COLLEGE AUTHORITY can go for rented hostels as is done by various other colleges of the state .This will somewhat stop the utilities of the MOVE being outweighed by this single negative point.
Hope this is not a big deal for the COLLEGE to get this materialised.

Regarding upgradation of status of our Institute.
With reference to the msg posted below, I would like to point out certain facts.. My academic tenure in college was from 2004-2008. I had the golden opportunity of being a supportive member of 2 times mass student strike that were meant for sending a message to the state and central govt regarding the upgradation of our institute from regime of state govt to national improtance. As per our knowledge there was an appeal for deemed university status and a proposal of upgradation to IIT afterwards. But as the central govt. has already decided to setup a brand new IIT rather than upgrading any of the existing colleges, the chances of UCE being upgraded to IIT now seems minimal or may be nil. But that doesn't means that we should ask central govt for an upgradation to NIT, even after being very well aware of the persence of one NIT in Orissa. From now where I see we have already forgotten our true goal i.e.of upgradation of our institute to that of Indian Institute of National Importance. And for this naivety of ours we are definitely going to be an easy target of many rave reviews and sarcastic remarks of press and central officials alike.This not only hampers the dignity of our institute but is also going to pave a way for the cantral govt to display a deaf ear to our further appeals reagrding the upgradation of UCE.
So, being a bonafide member of this fraternity I would like to request all alumni to ponder over the matter and not only share their views to us but also to the college officials.

CM writes to Center demanding NIT status to UCE Burla
Chief Minister Naveen Patnaik on Saturday wrote a letter to the Union Ministry of Human Resources, demanding that Burla Engineering College be accorded National Institute of Technology (NIT) status. In his letter to Union Minister of HRD Arjun Singh, the CM said the institution which was established in 1956 in an area of 200 acres, is one of the premier engineering institutes of the State. The institute provides facilities for nearly 500 students. It may be mentioned here that there was a vociferous demand for converting the Burla Engineering College to Indian Institute of Technology soon after the Centre’s announcement to set up an IIT in Orissa. Later, a delegation of the Old Students’ Forum, led by Sambalpur MLA and commerce and transport minister Jayanarayan Mishra had met the chief minister and submitted a memorandum to this effect. But the state government later expressed its reluctance in this regard as it wanted the IIT location near Bhubaneswar. The chief minister, however, urged the Centre to accord the NIT status to the premiere engineering college. Justifying his contention, Patnaik said that the college has been providing education in nine subjects including the BTech while it has got the necessary infrastructure facility for MCA, IT and other IT related courses. Considering the fact that the college has the reputation of imparting quality education, the chief minister said that there should be no difficulty to accord NIT status to this college. Batch of Students entering in 2008 to Arrange for their own Accomodation.
I believe, its not completely justified to ask the new batch of students joining in 2008 to make their own living arrangement.I do acknowledge the fact that the Institute is facing a severe crunch in terms of Hostel Facilty, which was even evident when the Batch strength used to be 270 in number, yet in segregating the students-admitted on Self Financing Basis, they will be denied what can be called the Very Heart and Soul of student life in UCE Burla i.e the Hostel.
Let the Alumni Association come forward and voice it thoughts over such a decision.

Alumni for IIT on Burla campus
A delegation comprising alumni of the University Engineering College (UCE), Burla, urged the chief minister today to recommend the establishment of the proposed IIT on its college premises. Recently, the Centre sanctioned the proposal to set up an IIT in Orissa and sought suggestions from the government on the location of the proposed premier institute. Members of the delegation, led by state commerce and transport minister and MLA Jaynarayan Mishra, argued that the UCE, which is the state’s oldest engineering college, would be the ideal location. The college campus is spread over an area of 250 acres and another 500 acres are available in the vicinity, the delegation pointed out. Rubbishing the claim that an IIT necessarily needed an airport near it or required to be connected by air, the delegates pointed out that the Kharagpur IIT had no air link. They recalled and reminded all those gathered of chief minister Naveen Patnaik’s letter to the former Union HRD minister Murli Manohar Joshi on January 27, 2004, recommending the conversion of the college into an IIT.

1984 Batch GJ Memorial Scholarship was given on 20/04/08 to 1st Yr topper
Dear friends, We 1984 batch----SSS Panda,Dama Sahu,Prasant Das(Sr),Dillip Dixit,Binod Sahu,Saroj Panda were present in UCE,Burla on 20/04/08. The general body meeting was on the same day to elect apex body meeting and to welcome final year student to the alumni association. Many other alumni were also present in the said function. The 1984 batch golden jubilee memorial scholarship was given to the topper of 1st year 1) sri n.seetharaman And topper amongst girl of 1st year 2) miss anindita garai The certificate was designed by sri shroff signed by sri dixit,1984 and the principal.a welcome speech regarding our batch and the 1984 gj scholarship was ddeliberated by me and followed bythe ceromony of----each rs. 3000/- cash prize was given by 2 nos. 1960 batch alumni and certificate was given by the principal.sri dr. M.c.sahu, ex-prof. Civil was present as chief guest and dr. Sahu now has become sanyasi blessed the two student. It was very touching. All alumni praised the move of 1984 batch and now there is a deliberation to take up such move by other batches.sri manik pradhan,1983 batch and president student union presnt requested me to tell their batch and he will too tell to take such step. The vital part is that this will be repeated every year and now our batch can realise the importance of it.1984 batch will be remembered all time to come. FILM ABHI BAKI HAI MERE DOST...
Since the last 4 years The Oldest engineering college of the state has been incessantly fighting for a somewhat revered status(IIT) ,which if is granted will definitely give a whole new look to this monumental bastion of technical education,and for sure this battle for betterment is for the cause of a noble mission called "EDUCATION". Destiny has taken its toll on UCE,Burla bcoz it belongs to a pretty neglected state, void of visionaries and efficient politician, who neither could realize the potential of the Institute nor have the courage and desired efficacy to convince the CENTRE to provide UCE the RIGHT to grow over and above its present standard.
We have been the victim of CENTRE-STATE tussle, I mean a scapegoat to the political mismatch between LOK SABHA and VIDHAN SABHA.
We have been humiliated to the extent of being at the receiving end of dirty tricks(played by dallals) ,to be precise I mean the "PROMISE" by the STATE to grant the status of " DEEMED TO BE" University to UCE,BURLA within a max time of 4 calendar months from mid september. And as a token of assurance changed its name to something called ORISSA INSTITUTE OF TECHNOLOGY(nice name na!!! it rhymes with iit,nit,mit).This was the breaking news at that time.And now after "8 Calendar MONTHS " we are where we were. Its really very frustrating.
Hey,we did not at least want a NAME CHANGE("UCE" is sweet & means a lot to us).
But guys! its not the end ,kyunki FIGHT ABHI BAKI HAI. Be in touch with your alma matter(at least through www.alumniuce.com) to see the updates.
And now its upto you to merely see the change or "BE AN AGENT" of the change you want to see.

UCE wants IIT at Burla
On the view of the recent allotment of an IIT to Orissa by government of India; the associations of teachers, students and alumni of University College of Engineering (UCE), Burla have reiterated their demand to establish the prestigious institute here instead of any other parts of the state. “On the basis of the infrastructure available and geographical existence within a pool of industries all around and at the foot of the world famous Hirakud dam, Burla is the most befitting place for IIT,” said the presidents and secretaries of the above three associations here yesterday while talking to the media persons. Students, teachers and alumni associations aid that the demand is not new. They have been demanding to upgrade UCE Burla to IIT since 2003. Even the present chief minister Mr Naveen Patnaik, in the year 2003, recommended to the ministry of HRD in government of India and the ministry accepted the proposal. But with change of government at centre, the proposal couldn’t be materialized, recalled Prof PC Tripathy and Er Ashes Padhi, the president and secretary of the alumni association respectively. More so, the coastal parts has got a number of centrally funded institutes like NISER, IIIT, RRL, Institute of Physics, and the last one being a world class Central University. Hence for regional balance, an IIT at Burla would go in a long way to satisfy people here who for decades together have been grumbling over regional disparity, opined the students. If an IIT could come at Guwahati, what is the problem for Burla, they asked. UCE, besides having a rich legacy, already has an IIT-like character for its strong infrastructure, renowned teaching staff, research activities, alumni performances, collaboration with industries and institutions to fetch far-reaching R&D results. An IIT here could add to its credit, said Mr Venus Lenka and Mr Sujay Biswal, two students of the college. It is further learnt that union minister of state for rural developemnt Mr Chandra Sekhar Sahu has assured the alumni association to take up the matter with the prime minister to highlight UCE’s case for IIT. At the same time the three associations are meeting the chief minister for a suitable action at his end.
